About the program

School feeding program which began implementation in 1955; it is implemented by the States, the Federal District and the municipalities; it is part of Brasil Sem Miséria. As of 2015 it seeks to benefit 42.6 million students attending basic education (early childhood education, primary education, secondary education and education for youth and adults) whom are enrolled in public, philanthropic schools and community organizations. For 2015 this Program had a budget of BRL 3.8 billion (USD$980,124,000).

Objective

Contribute to growth, development, learning, student’s school performance and the realization of healthy eating habits, by offering school feeding and actions related to food and nutrition education.

In 2015 it is aimed to benefit 42.6 million students.

Components and/or products

School Feeding

The program provides school meals to students attending basic education and enrolled in public, philanthropic schools and community organizations, this takes place through transfers of funds by the National Fund for Education Development (FNDE) towards executing entities: states, Federal district and municipalities.

Currently, the transferred amounts by the Union towards the states and municipalities per school day for each student are defined according to the stage and type of education:

  • Nurseries: BRL 1 (USD 0.25)
  • Pre-school: BRL 0.50 (USD 0.13)
  • Indigenous and "quilombola" schools: BRL 0.60 (USD 0.15)
  • Primary education, secondary education and youth and adult education: BRL 0.30 (USD 0.08)
  • Comprehensive education: BRL 1 (USD 0.25)
  • Students belonging to the Programa Mais Educação: BRL 0.90 (USD 0.23)
  • Students who attend the Specialized Educational Service on out of school, hours: BRL 0.50 (USD 0.13)

Pubilc procurement

The program performs direct purchases of family farming products for school feeding.

School gardens or orchards

The program implements Huertas (gardens or orchards) in schools.

Students attending basic education (early childhood education, primary education, secondary education and education for youth and adults) enrolled in public, philanthropic schools and community organizations.

Responsible for financial assistance, in a complementary manner, to regulate, coordinate, track, monitor and oversee program implementation as well as the evaluation of its effectiveness and efficiency.

Normative framework

Decreto N° 37.106, del 31 de marzo de 1955, que instituye la "Campanha de Merenda Escolar".

Decreto N° 39.007, del 11 de abril de 1956, que da nueva redacción a los arts.1º, 2º y 4º del Decreto N° 37.106, de 31 de marzo de 1955.

Decreto Nº 56.886, del 20 de septiembre de 1965, que modifica la denominación "Campanha Nacional de Merenda Escolar" por "Campanha Nacional de Alimentação Escolar" (CNAE).

Ley N° 8.913, del 12 de julio de 1994, que dispone sobre la descentralización de la merienda escolar.

Medida Provisoria N° 1.784, del 14 de diciembre de 1998, que dispone sobre el traspaso de recursos financieros del "Programa Nacional de Alimentação Escolar", instituye el "Programa Dinheiro Direto na Escola", y otros asuntos.

Medida Provisoria N° 2.178-34, del 28 de junio de 2001.

Ley N° 11.947, del 16 de junio de 2009, que dispone sobre la atención de la alimentación escolar y del "Programa Dinheiro Direto na Escola" a los alumnos de educación básica; modifica las Leyes N° 10.880, 11.273, 11.507; revoca lo dispuesto en la Medida Provisoria N° 2.178-36, y la Ley N° 8.913; y otros asuntos.

Resolución N° 26, del 17 de junio de 2013, que dispone sobre la atención de la alimentación escolar a los alumnos de educación básica en el ámbito del Programa Nacional de Alimentação Escolar - PNAE.

Resolución N° 4 CD/FNDE, del 2 de abril de 2015, que modifica la redacción de los artículos 25 y 32 de la Resolución CD/FNDE nº 26, del 17 de junio de 2013, en el ámbito del Programa Nacional de Alimentação Escolar (PNAE).

Resolución N° 26 del Fondo Nacional de Desarrollo de la Educación, del 17 de junio de 2013, que dispone sobre la atención de la alimentación escolar a los alumnos de la educación básica en el ámbito del Programa Nacional de Alimentação Escolar - PNAE.
